The Shiromani Gurdwara Parbandhak Committee (SGPC) is in the news again. This time, it is a due to alleged arbitrary recruitments made to the SGPC-run Guru Granth Sahib World University at Fatehgarh Sahib, which is yet to be recognised by the University Grants Commission (UGC). On August 1, last year, university Vice-Chancellor (V-C) Dr Jasbir Singh Ahluwalia was shot at on the campus. Following this, Dr Gurnek Singh was appointed as the acting V-C on August 9. Prior to Ahluwalia being shot at, only 44 appointments were made in the university. But according to Manjit Singh Kamboj — a social activist — after becoming the V-C, Dr Gurnek Singh had appointed 92 people to various posts in the university between August and December 2011 without following UGC norms and inviting applications from candidates through advertisements. And all this, at the behest of SGPC president Avtar Singh Makkar. Dr H R Verma, a professor in the faculty of Science and Technology-cum-Controller of Admissions and Examination, had also written to Chief Minister Parkash Singh Badal on February 3, describing all such appointments as illegal. According to Kamboj, Makkar ‘s grandson Amanpreet Singh was appointed as a lab supervisor in April last year. After a few months, he was made the deputy director for Youth Welfare. With this, his salary was hiked from Rs 6,500 to Rs 35,000 per month. Dr Pritpal Singh was made the registrar without following norms. Similarly, while Dr Baljinder Singh was appointed the Controller of Admissions and Examination — when Dr H R Verma already held the post as a professor in the Faculty of Science and Technology — Jasmit Singh was made the assistant director for Student Welfare. Jasmit was son of the principal of Guru Gobind Singh Public Senior Secondary School in Daad village on Ludhiana-Pakhowal Road. The school is run by the Model Town Extension Gurdwara Trust, of which Makkar is the chairman. When contacted, SGPC president and chancellor of the university, Makkar, claimed that the allegations were baseless and politically motivated and his grandson was appointed only after following proper rules. “Only one person known to me has been appointed. All the other appointments were made on merit. There was no interference by anyone, not even me. These are all adhoc appointments and regular appointments will be made later after proper recognition. As these were adhoc appointments, no advertisements were issued. Once regular appointments are made, advertisements will be issued. ‘’ He added: “Dr Gurnek Singh came to Fatehgarh Sahib from Punjabi University in Patiala, from where he had retired as Head of the Department of Encyclopedia of Sikhism. I have asked Ahluwalia to inquire into the whole recruitment process and submit a report. If there was any irregularity, action will be taken.” The university is yet to be recognised by the UGC. All these are contract appointments and once recognised, regular appointments will be made. No violation has taken place. All the appointments were made in a fair manner and based on merit and transparency,” said former acting V-C Dr Gurnek Singh. |
